SECTION 4(1)(b)(iii) 

The procedure followed in the decision making process, including channels of Supervision and accountability 

The following channels are operated – 

1.                The corresponding file entailing specific establishment matter, Accounts matter tender case, Works programme, Stores and contractors’ Bill are put up by the dealer to the concerned Officers. 

2.                The concerned rule provisions are highlighted for better appreciation of the work. 

3.                The controlling officer highlights a brief for the next course of action or decision as deemed fit. 

4.                As per schedule of power the decision on the establishment matter, Stores matter, estimate and

      acceptance of tender are obtained from the respective Dy. HOD/HOD/PHOD.  

Section 4(I)(b)(iv) 

The norms set by Engineering Department for the discharge of its functions 

The following are the norms adopted for discharging its function. 

·        The duties and responsibilities of the officers and employees of Engineering Branch are earmarked. 

·        The guidelines in the office procedure are followed. 

·        The rule provisions on establishment matters are to be kept in hand. 

·        The latest Railway Board guidelines are to be preserved in respective dealing files.

The rules, regulations, instructions, manuals and records, held by Engineering Department or under its control or used by its employees for discharging its functions.

Section 4(I)(b)(vii) 

The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use. 

There are 4 institutes and 8 community centers in Chittaranjan where separate library and reading rooms are maintained for public use. The information in consolidated book form is available in these institutes and libraries run by the administration. The working hours for these libraries and reading rooms are as follows

Morning shift – 7.30 hrs. to 9.30 hrs.

Evening shift – 6 PM to 9 PM
