 Chief Office Superintendent 

He holds responsibility 

•To look after the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases service review, advances, allowances etc and any other representation pertaining to the employees whom he is entrusted with.

•To maintain Book of Sanction and vacancy position month wise and list of on going selection calendar

•To assist his controlling Personnel Officer in discharging his responsibilities. 

Office Superintendent Gr-I 

He holds responsibility 

•To look after the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases service review, advances, allowances etc and any other representation pertaining to the employees for the section assigned to him.

•To maintain the cadre register and scale check register.

•To assist his controlling Chief Office Superintendent in discharging his responsibilities 

Office Superintendent Gr-II 

He holds responsibility 

•To look after the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases, service review, advances, allowances etc and any other representation pertaining to the employees for the section assigned to him.

•To maintain the list of retirees in a calendar year.

•To assist his controlling Office Superintendent Gr-I in discharging his responsibilities 

Head Clerk 

He holds responsibility 

•To look after the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases, service review, advances, allowances etc and any other representation pertaining to the employees for the section assigned to him.

•To maintain SR and Leave Record of staff.

•To assist his controlling Office Superintendent Gr-II in discharging his responsibilities 

Senior Clerk 

He holds responsibility 

•To initiate the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases service review, advances, allowances etc and any other representation pertaining to the employees whom he is entrusted with.

•To maintain SR and Leave record of staff of his controlling section

•To assist Head Clerk in discharging his responsibilities.  

Junior Clerk 

He holds responsibility 

•To deal the establishment matters i.e. promotion, seniority, increment, confirmation, DAR cases service review, advances, allowances etc and any other representation pertaining to the employees whom he is entrusted with.

•To maintain SR and Leave record of staff of his controlling section

•To assist Senior Clerk in discharging his responsibilities. 

Peon 

He holds responsibility  

To despatch the files and records and to sort the files and records from the record section in order to facilitate in discharging the official duties of Personnel Branch 

Section 4(1)(b)(iii)
The procedure followed in the decision making process, including channels of supervision and accountability 

The following channels are operated – 

1.         The corresponding file entailing specific establishment matter is put up by the dealer to the concerned Office Superintendent Gr-II/Head Clerk

2.         The concerned rule provisions are highlighted for better appreciation of the establishment matter.

3.         The up to date position as per the cadre register, Book of Sanction and other available records are tallied before forwarding the same to the controlling officer.

4.         The controlling officer highlights a brief for the next course of action or decision as deemed fit.

5.         As per schedule of power the decision on the establishment matter is obtained from the respective Dy HOD/HOD/PHOD. 

Section 4(1)(b)(iv)
The norms set by Personnel Department for the discharge of its functions
 

The following are the norms adopted for discharging its function 

  1. The duties and responsibilities of the officers and employees of Personnel Branch are earmarked.
  2. The guidelines in the office procedure are followed.
  3. The rule provisions on establishment matters are to be kept in hand.
  4. The latest Railway Board guidelines are to be preserved in respective dealing files.
